ISSUE 222901:The purpose of this Pay and Personnel Information Bulletin is to announce the release and implementation of reference (a), the Command Pay and Personnel Administrator (CPPA) Certifying Officer Qualification Card, which forms the basis for certifying CPPAs that have met the minimum requirements to create and certify personnel and pay transactions within their respective commands. a. Applicability. The CPPA Certifying Officer Qualification Card must be completed prior to a CPPA being granted expanded authority for personnel and pay transactions. b. Process. The qualification card will be completed in phases in order to allow for mastery of the transactions at the clerk and supervisory level before moving on to become a certifying officer with release authority. Each phase must be completed in order, unless otherwise approved by the Transaction Service Center (TSC) Commanding Officer (CO), with proven mastery of previous phases. Once a phase is complete and signed, a copy shall be retained by the CPPA and forwarded to the servicing TSC with the CPPA’s request for system access. c. Qualification Card Phases: Phase 1 (CPPA) requires all prerequisites and system access to be obtained in accordance with reference (a). Phase 2 (CPPA Supervisor) requires phase 1 and all requirements for phase 2 to be completed, including enclosure 1 of reference (a). Phase 3 requires completion of phase 1 and 2, as well as all requirements for Phase 3, including enclosure 2 of reference (a). Phase 3 includes an observation period of at least 6 months where transactions submitted by a Phase 2 CPPA Supervisor will be assessed for accuracy and timeliness. Final qualification of Phase 3 requires an oral board to be conducted with a TSC CO and an endorsement letter from the unit Commanding Officer authorizing the CPPA to release pay transactions for their UIC. d. Execution. Time to complete and request Phase 2 and Phase 3 signatures will vary depending on CPPA expertise and experience. TSCs and Regional Support Centers (RSC) will review transactions submitted in order to verify completion of line items for signature in reference (a).
